Monthly Meeting Minutes—March 14, 2010
Opening—Pledge of Allegiance led by Saul Watkins.
Welcome—Noell Krughoff
- Review of the history of the Democratic Party in the U.S.
- Things have become so garbled, especially at the national level, that the average person doesn’t understand what the Democrats and Republicans stand for.
- We have a long history of supporting the common man and keeping the country on a good footing.
- Review of Democratic ideals throughout U. S. history and across select Democratic administrations.

Treasurer’s report—Jody Olinger
- We’ve received $855 as a result of donation appeal letter.
- Received letter from Shelby Co. Fair Association: $470 + proof of insurance (paid for year) includes electrical hookup, which wasn’t charged last year.
- Fair dates: June 28-July 3.
- Motion to pay in full: Ronnie; second, Saul.
Shelby County Fair update
- Bob Williams: new things for Fair.
- Build a board (Dee Bonner will illustrate) where people can stick their heads and have their picture taken.
- If anyone has any additional ideas, let Bob know.
- Bob will work more on the Fair booth after the golf tournament.
Team Leader reports
- Membership (Cheryl Etherton): No report.
- Education and Outreach (Kate Smith): Haven’t met again yet, but want to get together soon. Continuing to see what’s going on and to build knowledge of community activities.
- Young Democrats (Carrie Ridgeway): No report.
- Fundraising (Noell—interim): Memberships provide annual dinner tickets.
- Community Outreach (Bob): Golf Outing update (May 8).
- Pick up a Golf Outing form and distribute to friends, co-workers to donate money/items for prizes.
- Sign-up sheet available for volunteers.
- So far, four teams and two sponsors.
- Sandman Bros. will possibly donate Hole 3 prize: vehicle.
- Beverage cart will go around course all day—if enough sponsors, will be able to give away soft drinks.
- Greg Wickizer is donating signs for holes, cart, and food sponsors.
- Door prizes can be anything: t-shirt, fancy pen, hat, gift certificate (doesn’t have to be associated with golf).
Election 2010
- Primary: May 4th/ General: Nov. 8th.
- April 16th : Deadline for filing forms to run.
- Brad Ellsworth will be appointed to run in Bayh’s place for U.S. Senate.
- As such, we can appeal to Ellsworth to vote for HCR since we are his de facto constituents:

- Spoke against Racino resolution.
- Ronnie Coy
- Anyone can be County Coroner (not just doctors).
- Has ambulance service experience.
Discussion
- Racino money
- Funds that have been generated (both City and County Councils have been deciding how to divvy up money).
- Val voted against it.
- More of the funds (75%-80%) were going out to create new jobs, but he felt the money should remain to support community projects.
- The money won’t be available to the Blue River Foundation for two years, but he felt it will be more like five years before we start seeing money from the Foundation.
- Noell: Indiana Code 361141 specifies that gaming funding can go to an endowment of a nonprofit.
- Noell: “Impact of Gambling” (handout).
- Economic development
- Joseph Guy: Future constituent suggested that money be given to local SBA-type programs that motivate small businesses to hire more employees rather than use the money to woo potential businesses that don’t end up establishing themselves here.
- Saul: $160,000 was approved to give to Blue River Foundation.
- Dee: These are proposals, not yet law, so they can be changed.
- Call for proposals to City could lead to patronage game that shouldn’t be attached to slot money coming in.
- Noell: It’s important to become aware of and interested in this topic. We need to write the definitions of such terms as “economic development.” Now is the time to attend meetings, speak to our councilpeople, or the money will go where we don’t want it to go. Talk to friends and neighbors. Let’s not drop the ball.
- Val: Wants to see a more specific resolution. He can bring the proposal before the Council. The Blue River Foundation money will come back for approval by the Council before it is spent.
- Shelly Caplinger Cherry (Parks Board): Why did we choose the Blue River Foundation as our charity (as opposed to SCUFFY)? Racino was initially sold to us because of the benefits to education. Is economic development finding the schools?
- Dee: The City could set up its own endowment and it would accomplish the same thing.
